6 Female Teens Beat Mentally Challenged Woman (Guess what color they are)

    CHESTER, Pa. (CBS) — A group of teens violently attacked a mentally challenged woman at random in Chester and recorded the entire incident on tape.

    During the vicious attack, which was later posted on Facebook, the teens could be heard screaming obscenities and even laughing.

    Police say on Thursday morning, an anonymous Chester resident alerted police of the taped incident that was apparently posted on Facebook.

    The video starts as the group of teen girls are walking down Morton Avenue. Several seconds into the video, one of the girls casually walks up to the 48-year-old victim, who was sitting on her front step, and began to punch and beat the victim.

    The attack then leads inside the woman’s home, at which point several other teens join in on the attack.

    In the video, it appears the teens are laughing throughout the entire ordeal, but instead of stopping, they complain of how much the woman’s home “stinks.â€

    Investigators say the attack lasted about 90 seconds. The video then shows the teens running out of the victim’s home.

    Police believe the attack happened possibly Tuesday night just after 9.

    “That’s one of the more horrific, savage attacks I’ve seen,†Chester Police Commissioner Joseph Bail said.

    Police say the victim did not notify authorities after the assault, but did seek medical treatment. The victim didn’t contact police it’s believed due to her diminished mental capacity. The victim was not seriously injured.

    Bail said four of the six suspects have been arrested and all six will be charged as adults. Police do know the identities of the two girls at large. The four girls arrested are expected to be arraigned Friday morning on felony aggravated assault charges.

    Finally. Now if only police all over the country started serving subpoenas to liveleak and world star hiphop, more of these criminals will be apprehended and charged.

    I find it obscene how criminal activity is recorded and published. It's a form of porn, IMO.

    Philly should put their A group of lovely people on lock down like the Mayor of e St Louis did

    “The loiterers will be arrested, not warned, but arrested. Those who are hanging out at 11th and Bond, 15th and Lynch, 38th and Waverly, wherever you happen to be, if you are loitering, you will be arrested.”
    Surrounded by police, Parks announced they also plan to arrest adult males and young men wearing gang colors, amounting to a city-wide dress code.

    “No royal blue, no bright red to be worn by our men or our boys in this community,” Parks said. “Why is that? Those colors have long been affiliated with gang kinds of affiliations”

    Asked about Constitutional concerns, and the need for probable cause, Parks says the recent wave of crime is the probable cause and justifies the extreme new measures.

    Vehicles that are moving will be stopped and searched for guns, weapons, drugs, and open alcohol and any other violations that are taking place,” Parks later told KMOX’s Mark Reardon. “People who are walking, people who are bicycling, can be stopped and searched for the same and, when it comes to state IDs, we’re going to be confirming that state IDs are in place for everyone involved.”

    Parks noted the legal questions surrounding his new policies but said “most importantly, we have to do something.”
    “We have desperate times, they call for desperate measures and they call for extreme measures, things that we may not have done before, to get the desired results. You cannot grow as a city if your children are being wiped out and never given an opportunity to live.”

    So...how much will he be putting into the court system to adjudicate all these arrests?

    Right. More likely, only a fraction will be charged and that's reason enough to put a stop to it.

    While I applaud the effort, it's not something that's well thought through.

    Outlawing the colors red and blue seems not only unconstitutional, but a pretty short-sighted way of stopping crime.

    Exactly. So a bunch of people will be arrested for wearing colors, but they won't be charged because no D.A. is going to...let's face it, a D.A. would laugh at that, but you're going to be taking up the D.A.'s office time.

    further, stopping and arresting someone for something completely, squarely protected by the 1st Amendment (and by extension, the 4th Amendment) is illegal conduct by the police department.

    well they should just relocate all of the people of east st.louis to your neighborhood....so you can protect their rights..

    the mayor is trying to stop the gangs from using kids to do their dirty work...ie murder\dope dealing

    that all sounds great...but in illinois the police will do wtf they want....and the main thing is to get the kids picked up and in the system (so they can show gang affiliation later when they get picked up as an adult)....not just to fill up the jail cells...also

    they know the loud mouthed kids will eventually spill their guts which will lead to the adult gang members who put them up to the killings and dope dealing....

    Yeah. There was an episode of the t.v. show The Shield where they did that stop, frisk and photo thing to all minors out after an established curfew.

    It makes sense, but processing all those kids has got to be a massive undertaking and I don't know if arresting them is necessary to accomplish that type of profiling.

    In short, you shouldn't be forced to endure an arrest, booking and mugshot photo simply because your outfit violated the Fashion Police's edicts.

    I can't wait to see what Holder says about this (if anything.) So you need a state ID to walk, ride in a car, bicycle or stand on a corner in St. Luois? If the Justice Department has sued over laws requiring immigrants to prove their legal status and sued over states and cities demanding picture IDs from voters, then clearly this isn't kosher either.

    we keep throwing money to solve problems (headstart, after school programs, ebt, sec 8, WIC, food stamps, etc). all of this was supposed to stop poverty and in doing so, stop the "causes" of crime. these feral yoots are becoming more violent and brazen and while i don't have the answer to this
    problem other than abortion and prison, i have taken steps where i never have to have any contact with these beasts.
    i pity anyone of any race who has to live near or with them. it has gotten worse.

    i live in south florida and day after day some kind of violent crime (often murder)is committed...mostly by the blaeks and mostly in a certain part of town but lately there've been carjackings and armed robberies as well. the latinos aren't much of a problem most probably because there's a strong family structure and catholicism. i don't know the answer other than living in gated communities, a 38, and not venturing out at night.
    anyone else who lives in south florida knows what i mean.

    ^^I'm in South Broward county, about 12 miles from the Miami-Dade line, Isabella... I know what you're talking about. It's getting worse and worse, especially with the economy tanking further and further... people are becoming desperate and sinking to new lows with the crime. Watching the news with all the murders, robberies, and rapes on a daily basis is really discouraging.

    Seriously - what is it going to take for our society to change - in the RIGHT direction again? I wish we had an answer... but for now, I'm with you: gated community, security system in the house, security cameras around our home, child in a small private school.... and my husband just completed his permit to carry his handgun in the glovebox... :(
