The food there is just average, in my opinion. If you're looking for a restaurant with a view in Las Vegas, check out Mix at the top of "The Hotel" (connected to Mandalay Bay). Mix has hands down the best restaurant Strip view in the city.... The food has also won a couple of prestigious Michelin stars and AAA Four Diamond awards.
If you're just looking for a great view and you don't care about the food, make sure you visit the High Roller. It's the world's largest Ferris wheel and it's going to open in May according to my friend who works for Caesar's Entertainment.

Ive only ever walked through the Stratosphere, but id probably eat there since im exactly the person who couldnt care less about food but who does love architecture (or in the case of Vegas, the absence of architecture) I have been to that rooftop nightclub at the RIO, its awesome.
