the password in windows is always stored hashed in the same physical location on the disc so you can find programs on the web that will just go in and overwrite that location with anything you want. then you can just use your new password to get in.
windows is not the most secure OS around because MS depends upon the stupidity and gullibility of its users to secure its OS: when vista was first announced microsoft advertised it as the most secure OS ever created. a researcher demonstrated the rootkit exploit that slides in under the OS and cannot be prevented by their "most secure OS ever" a few months before the OS went on sale.
