I don't know if they had a plan. I think they had to sell it after the fact. I think they had to do a sell job that they had big time musical acts and show a network (I am guessing FXX since they all the sudden started to advertise on the Stern Show) that there was enough content and usable footage with big names to cut a 4 hour show without commercials into a 2-3 hour show with commercials.
It will be interesting how they cut it down. I doubt they will air the entire show because it will be about 5-6 hours with commercials. Will they focus on the musical acts and cut out all the tributes to Howard?
If it is a PPV event it could be interesting. We could really see how many "fans" there are. Or if the Stern effect went the way of the Members Only jacket.
So they're actually going to put that bullshit party on TV? I'll have to see it to believe it.
