    Remember back when Howard was funny (some of you may be too young)? The FCC was his bitter enemy because they told him what he could and could not say because of public decency standards. His boss hired people to censor Howard's show because he would say offensive things and Howard whined like a little bitch.
    So here we are, 2014 and Howard has become his own censor, his own FCC. Bowing to the man. The little bitch evolved into a big pussy.

    IMO;
    the guy we loved was doing a marketing shtick and was being PC(saying what he knew we wanted) then, and now this is the real guy.
    he always was his own sensor and a company man

    I think the idea of being censored did frustrate Howard, but he mostly took it out on Tom and other GM's. The absurdity of being able to clinically say one thing but to say the same thing as humor wouldn't fly. The show's take on that was really funny. At the time, hearing various stories "passed through the filter" made for a lot of laughs.

    The GM's, legal dept, etc. within the parent companies had to actually deal with the sanctions sent down by the FCC. I'm guessing the tactic was mostly: burn time filing papers, work on a settlement less than levied fines but far under the profits THSS pulled in. ...pretty much what every large-dollar business does when they break laws and have to deal w/the man.

    This bubble of conflict with the studio/operations people protected Howard's payday and allowed him to come across somewhat activist-y at the same time. But in hindsight he knew the boundaries and stayed within them almost all of the time. I don't know the timeline of his "offenses" but I wonder how close they were to various book/movie releases.

    Bingo... the whole "people want to censor me" shtick in the 90s was created by great Don Buchwald.

    Being victimized by the FCC was Howard's fallback excuse whenever ratings started to slip - he can't do his funny material or he'll get fined so he's losing listeners. When the threat of fines was over, we all realized that he didn't have some stockpile of hilarious but previously illegal material, the notebook was a lie.
