Jay could laugh at Howard for getting a chin implant. The new "evolved" Howard would never scream at Jay- he would act as if nothing bad had ever happened in the past and that they are now the best of friends. Howard thinks he can erase the past by acting as if events never happened. This is his new insanity.
Though it would compelling because of their "history" or one-sided "feud", Howard is no where near a big enough star to be worthy of the spot for Jay's final guest. Truth.

Why would Jay want to have Howard as the last guest, which would insure low ratings. Jay is going out on top - something Howard will not be doing.
Exactly! No reason for Jay to have that creepy irrelevant washed-up asshole on his show. Jay actually has some class and is so far above Wiggy in every category he doesn't even have to acknowledge his existence.
Jay has rightfully ignored Howard as irrelevant - that proverbial funny looking tree falling in the forest. It has infuriated Stern all the more that Leno could give a shit what he thinks about him, especially since he knows that his core demographics - the breadbasket of Middle America (ironically the audience Howard is now unsuccessfully attempting to pander to) will likely never hear the hypocrite's obsessive rants. Long way of saying there's no way Jay will validate Stern's existence, let alone relevancy by having him on, especially during his most watched farewell weeks. It's no coincidence that during Whoresy's west coast book shilling tour, The Tonight Show was the biggest publicity prize possible but the only one missing from the Buchwald media blitz.
