The society and political environment won't allow police to do their jobs (IMO). Read on this forum alone how much disdain there is for the police and anything other than coddling is seen as "rogue, thug police state" actions. Fuck it.....I just go when I'm called to clean up the mess afterwards. Otherwise I'm a racist with a power trip.

From the article: I'd more or less if they were just killing themselves but bystanders at a funeral? Wait. Was the one person at the funeral killed just one of the mourners or was he one of the GD? The article doesn't say.
That doesn't really get to the bottom of the problem of gangs though. You can keep arresting them and tossing them into a cell and throw away the key, but new ones are recruited almost daily. How do you stop that? After-school programs? We know the worst time for teens to be alone is not between 8 and 10 pm. It's between 3 and 6 pm. I know a lot (maybe most) of these kids don't even attend school. That's another problem. why aren't they in school? You know (better than most, probably) that "getting tough" with the gangs is an exercise in futility, for the most part.
No strong father figures in their lives. Mom doesn't scare a 13 year old boy. A strong, loving father in the home would do the trick
