I'd like to tell a story about public schools in the Los Angeles, California area since that is where I went to public schools.
Up until the 1970s the Los Angeles Unified School District (LAUSD) was governed by a board which was elected at large. Many of the board members were from the San Fernando Valley, affluent and Jewish. Their priorities were to have good schools and not how to further their political careers. As a consequence we had good schools with parent involvement. South Central LA, (Watts) was, and still is, a problem because the population at the time, perhaps still is, was not all that interested in education of the children.
Then came busing and election of board members from different areas of the district. So kids from schools that did not perform well were bused to schools that performed exceptionally well and kids from the exceptionally well performing schools went to the lower performing schools. The solution to the problem of the lower performing kids failing was to lower the standards all around (called "dumbing down").
With the board members coming from various parts of the city, we then had people more interested in furthering their political careers.
The LAUSD also had control over the community colleges but those were separated and have their own board. Who was one of the first elected board members? JERRY BROWN.
The schools now are terrible. The key to education is to have parental involvement. Why is it that kids that are home schooled do so well? Parental involvement is the answer.
You might feel you have to argue with this, but I lived it and see it from that point of view. I'm just stating the facts.
