All we know for sure is that is started in NYC ;
Mc5 was punk before punk
Joey Ramone used to claim The Ramones started punk.
Is Helter Skelter the 1st punk rock song?????
I vote Ramones.
I love the Ramones, love love love them, but I don't believe they started Punk by any means...
I am still sticking with MC5.
Iggy and the Stooges, maybe? Smearing peanut butter on your broken glass shard wounds is pretty punk.

I'm not sure who officially "created" it but I do know it ended with the death of GG Allin
Either Black Flag (pre-Poser Rollins) or the Ramones then Minor Threat, Bad Brains, Dead Kennedys and Flipper.
Legs McNeil, who founded "Punk" magazine of course. He was the first to coin the term. Lottsa bands had punk attitude before the 70's, but I bet most would be offended if you called them "punk". Most early "punk" banks would be offended as well.
