If a computer is developed that simulates the movement of matter down to the sub-atomic level, and inserted into this program is the "blueprint" if you will of a human brain, containing all blood vessels, neurons, cells, water, and receives artificial stimulation of the senses via computer, as well as outputting thoughts via the computer, is this considered life? Is it considered a functioning brain?

    Is it alive?
    Does it function?

It is all simulated real-time down to the sub-atomic level via ultra-high performance computers. The computer only knows the interaction of atoms involved in chemical reactions, but of course this is the basis of life itself. It does function as it outputs to the computer.

Oh my god (Is it dead?)
Is it living? (Is it dead?)
    Is it dead or alive?
(Is it dead?), Is it dead? (Is it dead?)
Is it dead? (Is it dead?)
    Is it dead or alive?

Is it alive is what I want to know? Would you consider this a living thing?

The computer-brain can become smart enough to program other computer-brains.

If for some reason you find a brain itself is implausible, you may believe it as a simulated human body, given simulated nutrients, water, etc.

    No

    Machines are not "alive"

    Artificial Life has no soul

Its still an imitation of life

    What is a soul?
If I "sell" my soul do I still have one? Am I still alive?
Is a soul the basis of life?
