resizing images

    This is not strictly a site question but maybe somebody knows. I use photoshop elements for processing my photos. If I want to publish a photo on this site, I generally want to size it at about 4X6. I take my photos in RAW and then process them and save them at minimum compression in .jpeg. Even resizing the photos to 4X6, they still go over the 1024 x 768 (I think) limit for posting on here. They are about 300 PPI.

    If I reduce the 4x6 from 300 to 72 PPI, the picture gets larger again. If I then resize that picture to 4x6, it actually comes out smaller. What am I doing wrong and is there a simpler way to do it. I've tried "Save to the web" and have the same problems. I know this must be something simple. I'm pretty sure that this part of PSE is almost the same as PS so, you ps experts may be able to help (I hope)

    Despite having a background in photography, I am a virtual imbecile with digital stuff. BUT...and everybody has a big but, in the Photoshop version I have, which is old, there is an option in the "drop-down" (?) stuff named "image size". You want to click the option that says "constrain image size" and THEN change the pixels...I think... I'm drunk and I'm too lazy to open up PS right now...

    I had that checked already. Same results.

    OK when I go to "Save For Web" and reduce the pixel count it seems to work. Thanks for your help.
