If you use archive.org to go back, it doesn't seem to have been there for quite awhile. And he's been on air since then anyway.

a high value target like Scott requires a couple of months of playing perfectly mashed up audio recordings of his voice to give the illusion he is still alive and in the studio
As if Howard's website gets updated regularly if at all. A few years ago he had Jason in charge of communicating with some dude in California who was doing it for free and was flakey about it. You get what you pay for.

He did have a personal issue going on around the time of the blizzard. It was assumed someone was sick. So he may be not working in order to take care of the sick relative. I don't know if family medical leave applies to Union contracts but that could be why he is "around" at the moment.
