No. Stern was expecting Presedential GOLD. Booey failed him.
do you mean Howard was mad that no one yelled Bababooey? i'm not sure about that....I think new Howard is a bit embarrassed about stuff like that, especially at a big event like this. Hamptons crowd looks down upon it.
Which is why he sends the Booey to these type of events so he can test the waters
In the line:

He was probably expecting to hear a reference to Gary's pitch right here...I thought it was coming any second and was glad when it didn't...would only have turbo-boosted his undeserved sense of relevance.
"...They say stuff like â€œUgh, I shouldnâ€™t have eaten that sushi, I was up all night healthcare.gov-ing.â€ â€œBoy, that latest Johnny Depp movie really health care.gov-ed at the box office.â€ â€œLook, my new rug! Did the dog healthcare.gov on it? You canâ€™t get healthcare.gov out of shag.â
Back in the day Stuttering John would have went and asked embarrassing and hilarious questions to politicians and media members.
Now he sends Gary to network with the hopes of getting into good graces with some of the attendees.
"Robin, the President wants to give me an award. I'm not going to accept it, I just want to judge and do my radio show. I dont want excess publicity or attention. I'm not that guy, am I right?"
And Gary's version of 'networking' is saying "hi" to all of the celebrities and telling Howard that they're all enormous fans of the show.
