I gotta tell ya PI...I've seen these ghouls at car crashes. They are generally tourists. I've yelled at people who do these kind of things..NYC peeps generally do not do that..

I saw a girl get hit and dragged by a cab at 34th and 2nd a few years back. She was totally mangled and fucked up. Within seconds there were hundreds of people around taking pictures. The thought that the last thing this poor girl saw as she was dying were people gawking at her made me sick.
Agreed, we don't even care if Brad Pitt is walking down the street, we tend to ignore......

I was walking home this past September. One block over a cab had been crushed by a van. Cops put black plastic over cab so ghouls could not see the dead person in back seat..They were waiting around for them to remove the body.. I yelled at some standing in my way snapping pics...Def tourists..If NYers I prob would have gotten beat up..
