    If you couldn't tell, that article was written with obvious bias. The real story is the guy used dams to divert water from a creek that ran through his property to create fishing ponds. Good for him, but not the rivers and other properties downstream. No State would allow you to do that. What if someone decided to divert the Mississippi River with their own dam? How would you like to buy a property on a creek or a lake but it dries up because your douchebag neighbor who lives upstream decided to divert all the water onto his property?

    Interesting article though they don't mention that this guy has been convicted three times in the last 11 years already or digging illegal reservoirs or what the article refers to as his "ponds" without a permit. They weren't there by themselves. Still seems an odd and invasive law though. State governments are ridiculous with all the rules for what you can do and what you can build on your own property.

    But if you're digging places to collect rain, i.e. ponds, and not illegally diverting any existing streams or rivers? You're only helping by adding to the water table which could very well run under your neighbors land as well.
    But from what I understand from the article, that's bad as well.
