sounds like the cops found a gun the thug (known as "rah rah") threw under a vehicle ( he was reaching for the gun as he was running away from them, the cops said)
"She saw Hearns, who she only knows by his nickname "Rha Rha," run from the officers, and then the gunfire erupted, she said."
"The police.... claimed that when they shot Hearns...they thought he was reaching for a gun in his waistband."
"12 hours after they shot Hearns seven times, police claimed to find a gun near the scene underneath a vehicle."
I'm sure that witness account is 100% reliable.

I wonder how many million police-citizen interactions there are each year? How many end up with shootings? How many end up with unjustified shootings?
