Based on true incidents involving one of the most successful undercover infiltrations of organized crime.
If they weren't working a case it might be time for them to turn in their badges. Not just for ignoring the beating, but for participating in an obviously illegal mob-like activity. Shows a total lack of good judgement.
The mentality of a criminal and the mentality of a cop are ironically similar. Hard work is eschewed, the tedium of learning and apply one's self for delayed gratification bores them, and thrills combined with ample leisure time are preferred to a steady application of effort.

Well like anything else of that era it was a product of the late 80s cheesiness, BUT for the time it had some charisma, originality, and repeatability. Say what you will but it was THE first and top 20 show in the history of FOX original programming and there'd be no SIMPSONS, FAMILY GUY, NFL/MLB on FOX, AMERICAN IDOL, 24, X-FILES, 90210, MELROSE PLACE etc etc etc without 21 JS paving the way.
