The Independence County sheriff's office said the two king-size Hershey bars were sent to the Access Arkansas call center with no return address. The Independence County sheriff's office said the center was evacuated Tuesday morning. Police, fire and emergency management responded to the scene, as did a U.S. Postal Service inspector who later deemed the envelope safe. Independence County Emergency Management Director Glen Willis said proper protocol was followed in the case. Willis tells the Batesville Daily Guard that it's not yet known why someone anonymously mailed the candy to the call center, which is run by the Arkansas Department of Human Services.
