Explain this to me they have no authority do they? There like rent a cops with bad out fits?
They are elderly fellas trying to do the lords work

they work under the auspices that every citizen has the right to make "citizen's arrests"
they do mostly good patrolling, but sometimes go too far and get busted themselves
Just a glorified neighborhood watch. No authority more than any other citizen. Any citizen can arrest for felonies. Misdemeanors will get you/them in trouble.

Don't they just ride their motorcycles around and beat people up?

There is a security guard at one of my side jobs that is always ordering people around. He's very rude IMO. People often laugh and mock him......then he cries and wants them arrested.
Their time has passed. In the 70's and 80's, it wasn't safe to take the subway during the day, let alone at night from what i've seen and been told. They were needed back then.
Not anymore though.
