Mario, while we have embassies in most countries, we don't have embassies in some countries like Iran. In Iran, the Swiss embassy represents our interests and in the U.S., Pakistan represents Iran's interests.
In some cases, we don't have embassies due to an absence of any formal relations, like Bhutan, while in other countries, we don't have "official" embassies due to the political climate, like in Taiwan, since it would piss off the Chinese. (there's an "unofficial" place in Taiwan though. wink, wink)
It's a big deal when a country breaks diplomatic relations and expels the ambassadors.
Just last week, Canada broke relations with Iran and expelled the Iranian ambassador to Canada.

Canada was the only western nation with a consulate remaining in Iran; should anything happen there like the recent problems in Benghazi the Canadian embassy workers would be the only remaining available target. Closing their consulate was a matter of self-protection since the local authorities are incapable or unwilling to protect the embassies.
Haven't heard anything about the number of Libyan guards that were killed defending the Embassy.... hmmm... there probably weren't any.
