This was a recent topic of discussion as the 70th anniversary of the atomic bombing of Japan recently passed. People wanted, or expected, the Japanese premier to give an 'apology' for WWI. I couldn't figure out why, aside from the obvious fact of the 'sneak attack' at Pearl Harbor. But, IMHO, I'd say that Japan paid an extremely heavy price for that attack with the two bombs that were dropped on them, not to mention the firebombing of all the other Japanese cities. Meanwhile, Germany which committed the worst atrocities during the 20th century, TWICE, gets a free pass? Why wasn't Germany literally wiped off the maps of the world after WWII?
